社会创新创业倡议

社会创新创业倡导以创新方法和可持续方式解决复杂社会问题，兼具公益慈善、政府救助和商业效率等多方面融合优势，为我国经济社会的包容性和高质量发展提供了一条切实可行的发展路径。立足新发展阶段、贯彻新发展理念、围绕新发展格局，今天我们相聚上海，正式启动“社会创新创业”30 人论坛。论坛以服务国家共同富裕和创新发展为己任，秉持“开放、创新、包容、务实”的宗旨，着力构建社会经济新生态，力争发展为我国社会创新创业领域的高端对话交流平台和思想智库。

为此，我们倡议：

1. 社会创新创业要积极回应百姓关切和民众期盼。应聚焦新发展阶段社会主要矛盾，如“双碳”目标、气候变化、特殊群体就业、社区发展、灾难和公共卫生事件应对、乡村振兴以及生态环境保护等领域的弊病和痛点，着力探索切实可行的创造性解决方案。

2. 社会创新创业的关注点不应是纯粹的商业化和规模化，而是更公平、更有效和更可持续的发展方式。必须意识到，公益慈善与商业的跨界融合本质上是社会系统实现可持续性的自身需要，商业向善和公益可持续都是高质量发展的根本需要。

3. 社会企业家培育是推动社会创新创业目标真正实现的关键所在。应当积极推进财税减免、金融支持、人才户籍、信息支持和空间支持体系等方面政策，扶持社会企业家的成长；应该积极借助影响力投资和公益创投等包容性金融工具，推动义利兼容的社会经济形成。

4. 社会企业生态构建是社会创新创业规模化和可持续发展的需要。应该积极发展针对社会企业的会计事务所、律师事务所、投融资机构和人才中介等基础设施；应该大力扶持一批社会企业平台性组织和认证组织；应该鼓励大企业进行公司社会创业，鼓励各类非营利组织和慈善机构的创新和自由探索，进而确保社会创新创业事业高质量发展。

5. 企业家精神和公益慈善文化土壤的培育是社会创新创业发展的土壤。应当积极弘扬爱国敬业、社会责任担当的企业家精神，倡导先富带动后富的社会文化。

6. 构建有中国特色的社会创新创业理论体系是当代学者的使命担当。应当从学科体系、学术体系、话语体系入手加快推进理论体系构建；应该强化国际对话和交往，要在构建人类命运共同体中展现中国特色、凸显中国智慧，发出中国声音。

Social Innovation and Entrepreneurship proposes that we should settle the complicated social issues in the ways of innovation and sustainable development. Meanwhile, with the advantages of public charities, government assistance, business efficiency and other methods, we have paved a feasible path of the inclusiveness and high quality development of our economic society. Today, we are all here to officially initiate the Social Innovation and Entrepreneurship 30 Forum at Shanghai to welcome a new page of development, to carry out the new development concepts and to talk about the new development pattern. The Forum takes the responsibility to drive the common prosperity and innovative development of our country, upholds the purposes of openness, innovation, inclusiveness and practicality, strives to build a new social economy environment, and become the high-level dialogue platform and think tanks for our country’s social innovation and entrepreneurship.  

Therefore, we propose:  

1.Social innovation and entrepreneurship should response actively to people’s concerns and expectations.

 It should focus on the main contradiction remains in the new development stage, for instance: the problems lie in the “Dual Carbon” goals, climate changing, employment opportunities for special groups, community development, methods dealing with disasters and public health incident, rural revitalization, eco-environment protection and other aspects, and make efforts to explore feasible and innovative solutions.  

2.Social innovation and entrepreneurship focuses not only on pure commercialization and scale, but also more just, efficient and sustainable development.

 It must be realized that it’s the necessity of the society to achieve systematic sustainability by seeking the cooperation of public charities and commerce. Commercial charity and sustainable public charity are the roots of high-quality development.

3.To foster social entrepreneurs is the key of boosting the achievement of social innovation and entrepreneurship.

We should actively support the growth of social entrepreneurs by accelerating the introduction of tax exemption and reduction, financial support, talent census register, information and space support system and other aspects. We should push forward the building of a benevolent and beneficial social economy with the help of inclusive financial tools like impact investment and venture philanthropy.  

4.To structure a social enterprise ecosystem is the need of large-scale social innovation and entrepreneurship and sustainable development.

 We should actively develop accounting firms, law firms, investment and financing institutions, talents intermediary and other fundamental services for social enterprises. We should support some platform and certification organizations. We should encourage big enterprises to start social entrepreneurship, encourage all kinds of non profit organizations and charities to innovate and develop freely, hence, to ensure the high-quality development of social innovation and entrepreneurship.  

5.Entrepreneurship spirit and public charity culture are the nutrition of the growth of social innovation and entrepreneurship.

 We should actively uphold the entrepreneurship spirit of being patriotism, dedication and being responsible for the society. We should advocate the social culture of common prosperity.

6. It’s our mission as a scholar today to build a social innovation and entrepreneurship theoretical system with Chinese characteristics.

 We should accelerate the construction of this system by establishing discipline system, academic system and discourse system. We should support international dialogues and communications. We should show Chinese characteristics, Chinese wisdoms, and let our sound be heard while building a human community with a shared future.
